To Caramelize onions: Add one tablespoon butter to a pan over medium heat. Caramelize the onions until soft, fragrant and beginning to char, about 10-15 minutes. Once the onions are finished, turn off the heat and move them to one side of the pan.

Combine chicken broth, water, half & half, cheese, flour, onion and pepper in a large saucepan. Whisk to break up any lumps of flour; turn heat to medium/high. Bring soup to a boil; reduce heat to low. Add broccoli and simmer for 15-20 minutes until broccoli is tender, but not soft.
