Synfig Studio is a free and open-source 2D animation software, designed as powerful industrial-strength solution for creating film-quality animation using a vector and bitmap artwork. It eliminates the need to create animation frame-by frame, allowing you to produce 2D animation of a higher quality with fewer people and resources.
OK, not really animation software per se, but Powerbullet does allow a user to create very simple FLASH animations and presentations
Blender is the open source, cross platform suite of tools for 3D creation.
Vectorian Giotto is an alternative Flash animation software which delivers the power of Adobe Flash without the price tag.
I haven't begun playing around with this software, but for anyone looking to develop Flash animation, this looks to be a great program.
Tupi is a suite of tools for 2D animation created for children for ages to 8 to 100 years. When you think on Tupi, think of it as a toolbox full of different components, each designed for a specific task. I only discovered this software last week and it has already impressed me. I'll have more info as I start using it.
