DLL files are basically part of the Windows "switchboard". AKA direct linking files, they tell which moving parts to go where (basically). DLL repair is sometimes necessary when you've re-installed a program, or when you've gotten rid of a virus but not rid of all the damage it caused (antivirus programs don't necessarily repair everything).
