When her mother is arrested for prostitution, teenage delinquent Vanessa Lutz runs away from social services and takes to the road, with the intention of making it across the state to her grandmother's home. On the way she hitches a lift with child psychologist Bob Wolverton, who at first seems kind and understanding, but soon reveals a sinister side. Soon Vanessa begins to suspect that Bob is the I-5 Killer, a murderer who has been prowling the freeways, kidnapping and butchering young women.

With William soon dubbed Billy the Kid by the press, the gang are pursued by gunmen from both sides of the law.
