Er zijn quota van de Europese Unie voor specifieke transacties. Als de handelaar in een ander EU-land wil werken, zal hij of zij quota voor dat land moeten verkrijgen. De handelaar zal in dat land vrijer kunnen handelen dan nu, maar dit certificaat kan niet worden beschouwd als een bewijs van registratie in dat land. Wat is een eur-1-certificaat?
