Take the bus from Cebu City to Moalboal, it'll be about 2-3 hours journey. From here you'll need to take a 3-minute boat ride to Pescador Island. Here's where you get to snorkel or dive with sardines. The shoal of sardines also attracts mammals that live off them, which means dolphins and whales also visit the area. The fish here don't migrate so you can do this activity at any time of the year.
