Udemy offers so many free courses it's insane. I highly recommend you use Udemy for anything new that you're trying to learn.

Tasty Tuts is a YouTube channel that offers plenty of Photoshop tutorials. But they also offer full-blown courses on Photoshop.
I recommend you use Youtube as a source because you can go at your own pace and also you can ask questions and get answers in the comment section.

Lynda.com is a very respected online tutorial website. Along with Photoshop, they offer p[lenty of courses on a variety of subjects.
They offer paid plans, however, you can sign up for a free trial and still get value out of it.

American Graphics Institute (AGI) offers plenty of Photoshop courses as well as courses and tutorials of almost all other Adobe platforms.

Adobe Help Center may not seem like a place to actually learn Photoshop, but I'm going to list this one because they treat this like an actual learning course rather than a problem-solving center.
I recommend you use this because it's extremely professional and will answer almost every question that comes up.

SkillShare, much like Udemy, offers a large variety of professionally made Photoshop tutorials and courses. I personally enjoy this because they really do have courses on everything.

If you're just starting out I recommend you use this one because it covers the basics very well and, with the paid plan, covers the advanced techniques.
