CEL Unique Development is the property investment and development arm of Chip Eng Seng, which is a thriving construction and property group listed on the on the main board of the Singapore Exchange Securities Trading Limited (SGX-ST). Chip Eng Seng continues to establish its position in Housing and Development Board (HDB) public housing construction. CEL has been actively procuring sites for property development and new ventures since 2000.

These sites and ventures include residential, commercial and industrial properties. It has built up joint foreign endeavors with the Lehman Brothers Real Estate Partner II, and Citadel Equity Fund Ltd.CEL has also collaborated with local partners like NTUC Choice Homes Co-agent Ltd and Keppel Land Limited on a few exceedingly fruitful property ventures. CEL has been actively expanding and initiating property development ventures into regional economies such as Vietnam and other South East Asian markets.
