The Right to Children to Free and Compulsory Education Act 2009 has come up with a new amendment prioritizing government over the private schools, informing that the pre-primary education will not be made available to students of economically weaker section and other disadvantaged communities in the academic year 2019-2020. The issue is that government schools do not offer pre-kg admissions and the Department of Instruction (DPI) is also not opening up seats in private schools under the RTE quota making matters worse.

The hopes of parents of sending the wards to kindergarten using the quota have dried up with this move. Parents associations are raising a hue and cry over the issue asking the authorities to provide seats for students in private schools under the quota system at the LKG level as the government schools offer programmes only from class one. The department has recently released a unit-wise neighborhood list on its website for 2019. Despite the list, he department officials have reiterated that parents can apply only to government schools in the vicinity.

The release also made it clear that students can apply to private schools only if government schools are absent in the locality. Moreover, the department also made it clear that the children have to go to the Anganwadis but they do not follow pre-primary curriculum. The bad news is that the RTE quota in aided and unaided schools is 17,912 which is 88% less this year. Previous year the same number stood at 1.52 lakh seats of which 68,202 seats were for LKG.

Parents have cited this anomaly stating that there is a drastic fall in the quota seats. Parents are left with no alternative to take loans and pay for their wards in private school for LKG. Another trend is that parents want their child to be educated in English Medium.
