Mandated training is a standard response by industry regulators when dealing with human performance issues. This is “compliance training”. The training industry (internal or external) then develops the training and as more compliance training gets loaded onto organizations, we have an excellent excuse to buy some technology systems to manage it.
A few years back, I had the opportunity to take on a consultancy assignment in deepest Africa. Before I could go, I had to complete an e-learning course around issues of health, safety and security. As I found out, in some parts of the world safety and security are very important issues, with real risk of deadly diseases, kidnappings, muggings, not to mention getting caught up in wars or terrorist incidents. There’s a lot that can go wrong if you don’t know what you’re doing.

Compliance training satisfies few who experience it. Not only do we often fritter away this opportunity, I have come to believe that compliance training promotes cynicism about all of workplace learning.
