,The third CCW Meeting of Experts on LAWS took place from 11 to 15 April 2016 in Geneva. The Meeting was chaired by Ambassador Michael Biontino of Germany.

The 2015 CCW Meeting of States Parties agreed to the following mandate for the Meeting of Experts:

"The Meeting decided to convene an informal meeting of experts of up to five days during the week of 11 to 15 April 2016 to discuss further the questions related to emerging technologies in the area of lethal autonomous weapons systems (LAWS), in the context of the objectives and purposes of the Convention. The Chairperson of the meeting of experts will submit a report in his personal capacity to the 2016 Fifth Review Conference of High Contracting Parties to the Convention. The meeting of experts may agree by consensus on recommendations for further work for consideration by the 2016 Fifth Review Conference."

特定通常兵器使用禁止制限条約(CCW)自律型致死兵器システム(LAWS)第3回非公式専門家会議

(1)4月11日から15日まで,ジュネーブにて,特定通常兵器使用禁止制限条約(CCW)自律型致死兵器システム(LAWS)に関する第3回非公式専門家会議が開催され,我が国を含む94か国の他,国際機関,NGOが参加した。我が国からは,外務省,防衛省関係者が出席した。
(2)本会議においては,一般討論の他,各セッション(自律性の考察,LAWSの作業場の定義に向けて,国際人道法上の課題,人権と倫理問題,安全保障)において研究機関等の専門家による発表が行われ,それに対して出席者から質問や意見が出された。我が方からは,一般討論においてロボット技術の汎用性は,引き続き重視していくべき論点であること等を内容とするステートメントを行った。これに関し,多くの国が,LAWSに関して取られる規制措置が民生分野の開発を妨げることになってはならない旨主張した。
(3)本会合においては,完全自律型兵器は将来開発され得るという意見がある一方で,そのような兵器は開発されることはないとする意見もあった。他方,LAWSの国際法(特に国際人道法)の適用の重要性については,ほぼ全ての国が主張していた。また,多くの国が,武器の法的審査が国際人道法の遵守を確保するために重要であることを主張した。その他,LAWSの使用が人権,特に人間の尊厳等に対して,深刻な影響を及ぼすことを危惧する意見が多数述べられた。
(4)本会合において,LAWSに関する政府専門家会議の設立を含むCCW第5回検討会議(5RC)への勧告がコンセンサスで採択された。また,議長の権限で作成された議長サマリーは,本年12月に開催される5RCに報告されることとなった。
