If a product must have hazard label depends on the ingredients, but also of how the various components interact. This may mean that two ingredients that are not in themselves triggering a hazard labeling can still trigger a hazard labeling if they are combined in one product.
If one must have a hazard label on his product, there is a typical general rules for how large a danger label should be. It depends on the size of the package, and it has to be very small packages before one can reasonably argue that the danger labels must be less than the law specifies.
