He was the biggest threat to the world since the Roman Empire. Adolf Hitler is credited with almost 20 million kills.

He had 10,000,000 people slaughtered in his reign of Belgium. He took over an area larger than France, Germany, England, Spain and Italy combined. He was originally interested in ivory as it was a great export and was expensive to buy. But then rubber became in great need and it's prices soared. In his large swath of land there was many rubber trees for him to cultivate. He had his private army take the women hostage and force the men to strip the rubber trees. As time went on he increased the quota so these men had to walk for days and week to keep their wives and daughters alive. He used forced labor for the other natural resources of the Congo as well and hundreds fled from his reign of terror. Leopold II of Belgium is given the award for 4th most kills as a dictator with around 8 million kills.

Hideki Tojo led imperial Japan during the time of WWII. He held many positions of high esteem during his political career. After the Allies won the war he was tried and found guilty for war crimes of starting wars of aggression, wars in violation of international law, and unprovoked war against many countries. He also had the inhumane treatment POW's done.
