Photo fx Ultra by Tiffen
Very powerful filter-based editing for photos. Has tons of filters and multiple layers. Masking is a bit difficult as there's no visualization. The UI is not intuitive and can be improved to make this even more powerful.

Filterstorm
Took some time to get used to and the demonstration video helped. The masks are a difficult to handle as there is no visualization. Also the zoom does not go too far for minute adjustments.

Colorsplash
It does one thing and does it very well. Selectively color and desaturate areas of your photos. The UI is slick and intuitive. The masking and zoom capabilities are awesome - hope to see some of these usability features in Photo FX and Filterstorm.
